Civilization: Moral and Ethical Foundation (RICC Khutbah)

07-03-2026 mamdouh.salama@comcast.net Civilization: Moral and Ethical Foundation (RICC Khutbah) In my previous khutbah I mentioned that several of my future Khutbas will reflect on the theme: "The Qur'an: A Blueprint for Civilization and Salvation." In my introduction khutba of the theme, I said that The Qur'an does not merely guide the individual, it presents a complete framework for building a righteous and flourishing civilization. That civilization rests upon seven interconnected pillars: 1. Moral and ethical foundation. 2. Governance. 3. Knowledge and education. 4. Economic prosperity. 5. Science and technology. 6. Defense and security. 7. Cultural and artistic flourishing. Today, in shaa Allah, we will reflect on one essential element from each of the first three pillars. First pillar: Moral and Ethical Foundation: Element: Justice Justice is among the greatest commands in the Qur'an. Its standard is absolute. A believer must uphold justice even when it is against himself, his parents, or his closest relatives. Allah says: ) ( … “O you who believe! Stand firmly for justice as witnesses for Allah, even if it be against yourselves or parents and relatives. Whether one is rich or poor, Allah is more worthy of both. So do not follow your desires lest you deviate from justice. …" (Al-Nisa 4: 135) Justice is not determined by emotions, political interests, or family loyalties. It is a command from Allah. 1

Allah further summarizes the moral foundation of Islam in one of the most comprehensive verses of the Qur'an: “Indeed, Allah commands justice, excellence, and generosity toward relatives, and He forbids immorality, wrongdoing, and oppression." (An-Nahl 16:90) This verse is so comprehensive that it has been reported that Ali ibn Abi Talib ( الله يضر هنع) described it as encompassing all the ethics of Islam. It combines justice with excellence, generosity toward relatives, and faithfulness to covenants, while forbidding immorality, wrongdoing, and oppression. Together, these two verses establish justice as both a personal obligation upon every believer and the indispensable foundation of a just and flourishing civilization. Second Pillar: Governance: Element: Consultation (Shura) The second pillar is righteous governance, and one of its greatest principles is Shura— consultation. Allah commanded even His Messenger ﷺ: “Consult them in the matter, and once you have made a decision, place your trust in Allah. ...” (Al-Imran 3:159) The Prophet ﷺ received revelation directly from Allah. No leader has ever possessed greater guidance than he did. Yet Allah still commanded him to consult his companions. This teaches us that consultation is not a sign of weakness. It is a sign of wisdom, humility, and good leadership. Shura teaches us that: • leaders should sincerely seek advice, • knowledgeable and trustworthy people should participate in decision-making, • and no individual should believe that all wisdom resides with him alone. Civilizations decline when leaders stop listening. They flourish when consultation, knowledge, and accountability become part of their institutions. Third Pillar: Knowledge and education The Qur'an places knowledge among the highest honors that Allah grants His servants. Allah asks: "Say: Are those who know equal to those who do not know?" (Az-Zumar 39: 9) The answer is obvious. Knowledge elevates the individual, strengthens society, and enables justice to be established. Allah then says: 2

“Allah raises up in ranks those among you who believe and those who have been given knowledge.” (Al-Mujadila 58:11) Notice that Allah joins faith and knowledge together. Faith without understanding can become weak and superficial. Knowledge without faith can become arrogant and misused. The Qur'anic ideal is the believer whose faith is strengthened by knowledge, and whose knowledge is guided by faith. Allah then directs our attention to the wonders of creation: After Allah mentioning rain, the diversity of fruits, mountains, people, animals, and colors, He concludes: “Only those among His servants who possess knowledge truly have reverent awe of Allah.” (Fatir 35:27-28) The more deeply a person understands the universe through serious study of natural sciences, the more he recognizes the greatness, wisdom, and perfection of its Creator. For this reason, the Qur'an does not see science and faith as opponents. Rather, they are partners leading the believer toward a deeper knowledge of Allah. 3

Today we have seen that the Qur'an begins the construction of civilization with justice, righteous leadership, and knowledge. These are the foundations upon which every enduring civilization must stand. But moral values alone are not enough. A civilization must also possess the material strength to protect those values and translate them into prosperity and human flourishing. In next week's khutbah, in shaa Allah, we will reflect on the remaining four pillars of the Qur'anic blueprint for civilization: economic prosperity, science and technology, defense and security, and cultural and artistic flourishing. We will see that the Qur'an does not call Muslims to choose between this world and the next; rather, it teaches us how to build a civilization that succeeds in both. May Allah make us among those who establish justice, seek beneficial knowledge, practice consultation, and contribute to building a society that reflects the guidance of His Book. O Allah, spread your mercy upon us, shower us with Your blessings, increase our knowledge, grant us forgiveness, and reward us by the company of Your prophets in the highest place in Heaven, Al-Ferdous Al-Aala. O Allah, forgive our parents and all our friends and relatives who have passed away and make their graves a garden from heaven and grant them the Ferdous Al-Ala. O Allah, we have many of our friends and relatives who are sick. O Allah grant them full and speedy recovery. O Allah, guide our children, protect them and make them righteous. O Allah we have many of our brethren, who are subjected to injustice and oppression, O Allah, heal their trauma, protect the helpless, fulfill their needs, and grant them lasting peace and prosperity O Allah, we ask you in this blessed hour with every name you have elected for yourself that none of us leave this gathering, except his pains have been relieved, his worries have been removed, his debts have been paid, his weaknesses have been concealed, his sins have been forgiven, and his needs have been fulfilled, 4
