Civilization: Economic, Science, Security & Culture (RICC Khutbah)

Security & Culture (RICC Khutbah) In my last two khutbahs, we reflected on the theme: "The Qur'an: A Blueprint for Civilization and Salvation." We saw that the civilization envisioned by the Qur'an rests upon seven interconnected pillars. Last week we discussed one element of the first three: • Moral and ethical foundation. • Governance and justice. • Knowledge and education. Today, in Shaa ‘Allah, we will discuss this Qur'anic vision by reflecting on one element of the remaining four pillars: • Economic prosperity. • Science and technology. • Defense and security. • Cultural and artistic flourishing. Fourth Pillar: Economic Prosperity — Moderation in Spending The Qur'an teaches that wealth is a trust from Allah. It is neither to be wasted nor hoarded. Allah says: " Give the relative his due, and the needy and the traveler, and do not spend wastefully. (26) Indeed, the wasteful are brothers of the devils…." (Al-Isra 17:26- 27) Notice the severity of this description. Allah does not describe extravagance as merely poor financial management. He calls those who squander wealth "brothers of the devils." Why? Because every resource wasted is a blessing that could have benefited a family, relieved hardship, advanced knowledge, or strengthened society. Yet the Qur'an immediately protects us from the opposite extreme. Allah says: "And do not make your hand chained to your neck, nor extend it completely, lest you blameworthy and impoverished." (Al-Isra 17:29) 1

The Qur'an rejects both extravagance and miserliness. Its economic vision is one of balance: spend generously where Allah commands, avoid waste, save wisely, fulfill the rights of others, and remember that prosperity grows through gratitude and responsible stewardship. Fifth Pillar: Science and Technology: Developing the Earth The Qur'an presents human beings not as passive inhabitants of the earth but as its builders. Allah says through Prophet Salih: "He produced you from the earth and settled you in it to develop it." (Hud 11:61) The word مكرمعتسا comes from the root ةرامع; to build, cultivate, develop, and make flourish. This is one of the Qur'an's clearest statements about humanity's mission on earth. Engineering, medicine, agriculture, architecture, industry, and every beneficial science that improves human life are all part of fulfilling this divine trust. Allah further reminds us: " He has subjected to you whatever is in the heavens and whatever is on the earth, all from Him. Indeed, in that are signs for a people who reflect." (Al- Jathiyah 45:13) "He has lavished upon you His favors, both apparent and hidden?" (Luqman 31:20) The apparent blessings are those we immediately recognize, water, food, sunlight, and air. The hidden blessings are those that Allah placed within creation for humanity to discover through observation, and scientific inquiry. Every generation uncovers new secrets of Allah's creation and transforms them into blessings that benefit mankind. Science and Engineering, therefore, are not foreign to Islam, they are one of the means through which believers fulfill the command to cultivate the earth and appreciate the hidden favors of Allah. Sixth Pillar: Deference and Security: Preparing Strength A civilization cannot protect justice, knowledge, or prosperity if it neglects its security. Allah commands: "Prepare against them whatever strength you are able…" (Al-Anfal 8:60) 2

Notice that Allah says: "whatever strength you are able." In every age, Muslims are commanded to develop the strongest means available to protect their communities. Preparation includes knowledge, technology, economic resilience, industrial capability, political alliances and every lawful means that preserves peace. The purpose of preparation is not aggression, but to preserve peace and as it has been said: peace through strength. The verse also speaks of enemies whom "you do not know, but Allah knows." This reminds us that dangers are not always visible. Every generation faces new challenges. Preparing for them is part of the responsibility before Allah. Seventh Pillar: Culture and Art: Beauty This pillar may surprise many people. The Qur'anic civilization is not just, prosperous, knowledgeable, and secure, it is also beautiful. The Prophet ﷺ said: "Indeed, Allah is Beautiful and loves beauty." (Sahih Muslim) This is a profound principle. Beauty is part of faith when it is pursued as an expression of gratitude to Allah who created beauty itself. The architect who designs with excellence, the craftsperson who perfects his work, the calligrapher, the gardener, the poet, and everyone who brings beauty into people's lives through lawful means reflects something that Allah Himself loves. The Qur'an asks a powerful question: " Say: Who has forbidden the adornment of Allah which He has produced for His servants ….” (Al-Araf 7:31-32) No one has the authority to forbid what Allah has made lawful. The Qur'an teaches us to enjoy beauty without extravagance, to appreciate elegance without arrogance, and to recognize that beautiful surroundings, beautiful manners, beautiful speech, and beautiful craftsmanship are all blessings from Allah. A civilization inspired by the Qur'an should therefore excel not only in its worship and morality, but also in its architecture, its public spaces, its literature, its craftsmanship, and every form of beauty that elevates the human spirit while remaining within the guidance of Allah. 3

Over these two khutbahs we have seen that the Qur'an is far more than a book of personal devotion. It is Allah's blueprint for building a righteous civilization. It begins with justice, righteous government, and education. It continues with responsible prosperity, scientific discovery, strength that preserves peace, and beauty that reflects gratitude to the Creator. This is the balanced civilization that Allah intended for this Ummah, a civilization that prepares for the Hereafter without neglecting this world, knowing that success in this world, when guided by revelation, becomes a means to success in the next. May Allah make us among those who establish justice, seek beneficial knowledge, develop the earth responsibly, gain strength to ensure peace, and appreciate the beauty that Allah loves. O Allah, spread your mercy upon us, shower us with Your blessings, increase our knowledge, grant us forgiveness, and reward us by the company of Your prophets in the highest place in Heaven, Al-Ferdous Al-Aala. O Allah, forgive our parents and all our friends and relatives who have passed away and make their graves a garden from heaven and grant them the Ferdous Al-Ala. O Allah, we have many of our friends and relatives who are sick. O Allah grant them full and speedy recovery. O Allah, guide our children, protect them and make them righteous. O Allah we have many of our brethren, who are subjected to injustice and oppression, O Allah, heal their trauma, protect the helpless, fulfill their needs, and grant them lasting peace and prosperity O Allah, we ask you in this blessed hour with every name you have elected for yourself that none of us leave this gathering, except his pains have been relieved, his worries have been removed, his debts have been paid, his weaknesses have been concealed, his sins have been forgiven, and his needs have been fulfilled, 4
